Authorities should show effective collaboration with housing associations and other partners in order to meet housing targets and enrich existing housing stock in their local area. Nominees should show evidence of:

- How the local authority/council has evaluated the housing needs of their area and responded accordingly.
- Effective collaboration with partners in order to realise shared goals and improve access to affordable housing.
- Data/testimonials highlighting the positive effect the council has had on local housing over the last year.
- Why this year has been a stand-out success for the council/local authority in question, how they have reached/exceeded their goals for the year.
