Hony Premlal
Hony Premlal is a widely respected authority in the Social Housing arena with almost thirty years of expertise, encompassing more than ten years in governance-level appointments, consultancy and training work, and regular high-level participation as speaker and facilitator at industry events.

Her comprehensive professional journey extends across housing organisations of varying scales, where she has occupied diverse senior leadership and board level positions, including Chief Executive roles. Arriving in the UK in 1993 from India with a background in Bio-Chemistry but limited English, Hony progressed from front-line positions to leadership roles through dedication and vision, demonstrating an exceptional ability to build strong connections through mutual respect and empathy.

Dave Loudon
One of the sectors characters, Dave is a driver of innovation in social housing and is a well-known advocate and consultant in delivering initiatives as to how social housing can benefit from digital solutions and prop tech, all for the end goal of making the customer experience better.

Founder of Digital Bark, Housing Lead for Triple Value Impact, and the innovative Housing Digital Blueprint, he is also a board member for Muirhouse HA, a regular columnist for Housing Executive magazine, a regular event host, speaker, and judge at many sector awards.

Paul Smith
Paul Smith is Head of Frameworx at NHMF Frameworx, a not-for-profit framework provider specialising in housing maintenance, compliance, and retrofit procurement. With over 15 years of experience in the public sector and a decade spent leading procurement innovation across national frameworks, Paul brings deep expertise in delivering strategic, CIPS-led procurement that balances regulatory compliance with real-world outcomes.

Known for his pragmatic and collaborative approach, Paul is passionate about making procurement more accessible and impactful. At NHMF Frameworx, he leads a growing team focused on supporting social landlords and public sector clients to tackle some of the sector’s biggest challenges—from Awaab’s Law and damp and mould remediation to driving forward social value and decarbonisation.

Paul is a regular contributor to sector thought leadership and is recognised for bringing a refreshingly honest, sometimes humorous, take on public procurement.

Paul Flowers
Paul is responsible for M3 Housing’s Development and Asset Management software systems. He has extensive experience of appraisal modelling, system implementation and training, managing software projects, and consultancy. He has spoken at conferences, including user events and the NHF Housing Finance conference and he is the author of the NHF publication ‘Understanding Development Appraisal’.

He has a Diploma in Directorship from the Institute of Directors, and is Chair of a small housing trust. In his spare time he is a school governor, dabbles in politics and sings bass badly. He has five children, and lives in the hinterlands of south London.

Joanne Heyes
Joanne is CHIC’s Head of Member Services (North), supporting members and potential new members with all their pre and post contract support. Joanne is passionate about providing excellent customer service to CHIC members and strives to build a close working relationship, supporting our members with successful, compliant projects.

Joanne has previously worked in procurement services for 17 years, 15 of which has been supporting the housing sector.
